The European Maritime Fisheries Fund (EMFF) is the fund for the EU’s maritime and fisheries policies for 2014-2020. It is one of the five European Structural and Investment (ESI) Funds which complement each other and seek to promote a growth and job based recovery in Europe. The Fund is used to co-finance projects, along with national funding. Each country is allocated a share of the total Fund budget, based on the size of its fishing industry. The allocated budget for Ireland for the period 2014-2020 is €147.6 million. In order to draw down this funding the Irish authorities have drawn up an operational programme, in which it elucidates how it intends to spend the money. This operational programme titled the Seafood Development Programme was open for public consultation in 2015 and SWAN made the following submission.
